Strengthening the mainstreaming of climate change in domestic plans and programs necessitates the allocation of public funds for the implementation of climate change adaptation and mitigation strategies. Recognizing this, the Climate Change Commission (CCC), the Department of Budget and Management (DBM), and the Department of the Interior and Local Government (DILG) led the institutionalization of Climate Change Expenditure Tagging (CCET) in national and subnational budget programming and expenditure tracking processes.
